With the One Piece anime series swiftly progressing towards the major arcs and the conclusion, there are still some of the most vital and intense sections to cover. The main protagonist, Luffy, has already faced some very strong opponents that tested him and helped him grow gradually more powerful.
While we know a few definite names Luffy will surely face as the manga and anime progress, there are also some likely opponents he might face in one way or another. Along with the probable ones, we also included our guess of characters the future Pirate King will face in battle, while also ranking them based on power.
10 Ryokugyu’s Hunt for Luffy in One Piece Still Carries On

First introduced during the Wano Arc, the Navy Admiral Ryokugyu, also known as Greenbull, fought against the Beast Pirates’ King and Queen and even the Nine Red Scabbards briefly. However, he left the island after sensing Shanks’ overwhelming Haki.
His hunt for Luffy still carries on, and the two will likely face off in a confrontation in the future. But given how he was scared of Shanks’ aura and ran off, it is likely that the future Pirate King will make quick work of him.
9 Loki Is the Giant From Elbaph With A Legendary Devil Fruit Power

Although the two have met and interacted in the manga, a full-fledged fight is yet to happen. While we cannot anticipate what the mangaka Eiichiro Oda is planning for the narrative, a fight between Loki and Luffy can well and truly be a deciding moment on Elbaph Island.
Loki’s true legendary Devil Fruit powers are still unknown, with several hints pointing towards a Norse Mythology connection. However, what we know is that he has incredible strength and massive Haki prowess of all kinds and will definitely test Luffy’s strength and growth in battle.
8 Kong Is One of the World Government’s Finest Fighters

The former Fleet Admiral and current Commander-in-Chief of the World Government, Kong, is one of the finest and strongest the opposition has to offer in battle. Given the positioning and status of the characters, a battle between Kong and Luffy is not something completely taken out of the blue and can well and truly happen.
He falls third in line in terms of power hierarchy in the World Government, with the Gorosei being second and Imu being number one. If the two were to clash, it would most likely be a fight between fleets: the Marine Fleet army against Luffy’s Straw Hat Grand Fleet.
7 Shanks’ Twin Brother Shamrock’s Powers Are Still Unknown

While his powers and status are still vaguely mentioned in the manga, coming from the Figarland family, he is undoubtedly going to be a tough competitor for Luffy and the Straw Hat Pirates. Furthermore, the clash is more likely because of him being Shanks’, someone Luffy truly admires, twin brother.
While they might not meet individually like many other characters would and fight in a one-on-one, they can still isolate their fight in a full-fledged battle, and Shanks’ involvement can be expected. It is upto Oda-san to give us this intriguing fight if he wishes to.
6 Akainu Is Still on Luffy’s Radar for Ace’s Revenge

After the Admiral Akainu killed Ace during the Marineford Arc, he has always been on Luffy’s radar to exact revenge for his brother. With his current position as Fleet Admiral, taking Sengoku’s position, we can almost assure that the two of them will meet on the battlefield.
As we all know, Akainu has tremendous power, and Luffy was barely able to stand against him the last time they met. However, with Gear 5 and new awakened powers, will Luffy finally be able to take Ace’s revenge, or will he need assistance from others? Only Oda knows at this point.
5 The Menacing Blackbeard Is Yet to Face Luffy One-on-One

Blackbeard is already a menace in the One Piece narrative and is considered the most hated character from the series. Being Luffy’s prime rival, a confrontation between the two is the final arc business that is bound to happen. While his initial Yami Yami no Mi powers are already incredibly powerful, he also has the power of the Gura Gura no Mi.
Equipped with two Devil Fruit powers, Luffy will really have a tough time against Blackbeard and might even invent new ideas to achieve the ultimate victory. However, the battle is far ahead in the future, and we can only speculate on the event’s outcome for now.
4 The New Gorosei Figarland Garling vs Luffy Will Be a Spectacle

After St. Saturn’s death, Figarland Garling took the position of Warrior God of Science and Defense. He is not just another Gorosei member who took succession of a seat, but an old world monster and one of the main instigators of the God Valley incidents from the past.
His facing off against Luffy wouldn’t be far-fetched, as we have already seen Gorosei members fighting on the front lines during the Egghead Island Arc. Furthermore, while more about it is yet to be revealed, the series subtly implies of him being at the Garp and Roger level in power.
3 Shanks and Luffy Are Bound to Clash in an Epic Battle

While it is true that Luffy always admired Shanks in One Piece, a confrontation between them is not completely out of the picture, especially given the current situation. In the past, Luffy was just a pirate, but now he is a Yonko, at the same level and status as Shanks, and we all know Yonko’s always have clashes among them.
If the two were to clash, Shanks may give his full power out of respect for Luffy, and vice versa from Luffy’s side. The battle may either end up with a decisive winner or a clear stalemate, but one thing is for sure: it will brush up on emotional narrative.
2 A Father-Son Fallout Might Spark a Battle With Monkey D. Dragon

Let’s be honest, this is a complete hypothetical situation that might or might not happen in the series. The two only know about each other’s identities and have yet to formally meet and speak. While their motives should not have any conflicting issues, a fallout might happen between the two.
Dragon is already the most wanted man in the world, and there is a good reason for it. He is the Supreme Commander of the Revolutionary Army and is probably above Yonko’s level in power. A clash between the father and son will likely resolve peacefully if it happens; else we have a massive war at our hands.
1 Facing Imu Will Be Luffy’s Ultimate Challenge in One Piece

Imu will be Luffy’s ultimate challenge in the story, if not Blackbeard or the Man Marked by Flames. Imu already displayed godlike powers that can easily overwhelm entire fleets of pirates within seconds, and he stands as the final authority of the world.
Facing Imu will surely be problematic for Luffy, and this may be the first time he will need assistance from his crew members and others. Furthermore, the battle will not only be impactful because of a show of strength but also ideological, as Imu represents everything Luffy opposes. He will be Luffy’s last hurdle from the World Government before becoming the new Pirate King.
