Though many of the side quests throughout Echoes of Wisdom have no prerequisites, some only become available after completing certain main quest objectives. In the Gerudo Desert, for example, Dohna’s Challenge doesn’t become available until you have freed the Gerudo Desert of the Rift in Gerudo Sanctum.
After completing the Rift In Jabul Waters main quest, which sees Zelda help the River and Sea Zora Chiefs quit their squabbling, another quest pops up. This one features the two Zora Chiefs again, but this time they aren’t fighting – they are colluding about something in secret, and their assistants are concerned.
Echoes of Wisdom Secret Chief Talks Quest Location
After completing the Jabul Waters Rift main quest, several quests pop up around both the Sea and River Zora hubs. To the right of the Sea Zora Village, players will find Rogma, the assistant to Chief Kushara of the Sea Zora, on a small island. He should have a small speech bubble above his head that reads «It must be me…».
After initiating dialogue, Rogma will tell Zelda that he is concerned about how Kushara has been acting. As it turns out, Kushara has been skulking around and having secret meetings with her once-rival Chief Dradd of the River Zora.
Rogma thinks she has been avoiding him, and asks Zelda to go find Chief Dradd to see what’s up.
Secret Chief Talks Quest Walkthrough
After picking up the Secret Chief Talks quest, head north (or teleport to the Waypoint) to the River Zora Village. Go to the Chief’s Hut to find only Inawa, Dradd’s assistant, on her own. She is also concerned that Dradd has been having secret meetings and has been avoiding her, but doesn’t know where he is.
Zelda is told to go ask other River Zora if they have seen Dradd. One Zora says that he got a letter and ran off suddenly, but others will tell Zelda that a River Zora named Tellum might know, but he went fishing to the east of River Zora Village.
Tellum’s location is not exactly east of River Zora Village, more like slightly north of east. Head to the area marked on the map above to find Tellum tucked into a corner, apparently hiding in some bushes. You will know you are close when you see his basket on the shore.
Tellum doesn’t know Dradd’s location either, but guesses that he might have gone to Zora Cove, which is where Dradd and Kushara like to meet up. The location should become marked on your world map, so teleport back to the Sea Zora Village Waypoint and swim northeast to get there.
Enter the cave on the island to initiate a cutscene. As it turns out, Dradd and Kushara were trying to secretly find a way to show their appreciation for Rogma and Inawa without them knowing.
Reward For Completing Secret Chief Talks
For helping the two Zora assistants figure out why the two Chiefs are having secret talks, Zelda will be rewarded with a new Accessory: the Gold Brooch.
This nifty Accessory increases the chance for Rupees to appear when defeating enemies and clearing grass, which can be incredibly handy if you need to make any big purchases – like the ever-increasing Great Fairy’s Accessory slot upgrade prices.
