While Cipher will likely be featured as the boosted 5-Star character on her Banner in version 3.3, she will eventually return to Honkai: Star Rail at some point in the future when the Banner schedule cycles back to her.

Cipher’s kit

Cipher is a 5-Star Quantum character of The Nihility path, and keeping in mind that this is leaked beta information from hakush.in that could change upon her official release, and that all of the percentages mentioned below are based on Level 1 Traces, here’s a summary of Cipher’s kit in Honkai Star Rail:

  • Element: Quantum.
  • Path: The Nihility.
  • Rarity: 5-Star.
  • Basic Attack: Oops, Past the Radar — Deals Quantum Damage equal to 50% of Cipher’s Max HP to one designated enemy.

  • Skill: Heh, Empty-Handed Haul — There is a 120% base chance to Weaken one designated enemy and adjacent targets, decreasing their damage dealt by 5%. Also increases Cipher’s attack by 15%, lasting for two turns. At the same time, deals Quantum Damage equal to 100% of Cipher’s attack to one designated enemy and Quantum Damage equal to 50% of Cipher’s attack to its adjacent targets.
  • Talent (passive ability): Hospitable Dolos — When there are no enemy targets with ‘Regular Customer’ on the battlefield, Cipher immediately causes one enemy target with the highest Max HP on the battlefield to become the ‘Regular Customer’. When using Skill and Ultimate, the primary target becomes the ‘Regular Customer’. The ‘Regular Customer’ state only takes effect on the latest target. After the ‘Regular Customer’ is attacked by other ally targets, Cipher immediately launches a Follow-up Attack against the ‘Regular Customer’, dealing Quantum Damage equal to 200% of Cipher’s attack. This Follow-up Attack can only trigger once, and the trigger count is reset after Cipher uses her Ultimate. Cipher will record 15% of the non-True Damage ally targets dealt to the ‘Regular Customer’, but the Overflow Damage will not be recorded. The recorded value is cleared after using Ultimate.
  • Ultimate: Sincerely, Kitty Phantom Thief! — Deals Quantum Damage equal to 72% of Cipher’s attack to one designated enemy. Then, deals True Damage equal to 25% of the current value recorded by Talent to one designated enemy, Quantum Damage equal to 24% of Cipher’s attack to one designated enemy and its adjacent targets, and True Damage equal to 75% of the current value recorded by Talent. This True Damage is distributed to all Skill targets.
  • Bonus Trace 1: Ultimate Switcheroo — When Cipher is on the battlefield, all enemy targets’ defense decreases by 30%. At the start of each wave, Cipher advances her action by 10%.
  • Bonus Trace 2: 300 Rogues — Cipher will record 5% of the non-True Damage ally targets dealt to the enemy targets aside from the ‘Regular Customer’. Overflow Damage is not recorded.
  • Bonus Trace 3: Godstep Marvelous Shoes — When Cipher’s Speed is greater than or equal to 140/170, increases Crit Rate by 25%/50%, and the recorded value by 50%/100%.

With the latest beta information sourced from honeyhunterworld, it looks like you need to get a lot of Darkveil Moonlight and Ethereal Omen-based materials for Cipher to fully upgrade her capabilities.

Just like Ascension, to get the most out of using Cipher you will have to level-up her attacks and passive abilities by using Trace materials, which vary from character-to-character.

By getting duplicates of Cipher from pulling on her Banner, you will receive her Eidolon. This material allows you to unlock Eidolon levels, with each upgrade either improving an existing attack or passive ability.

With beta information sourced from hakush.in, here are all of Cipher’s Eidolons in Honkai: Star Rail:

  • Insight for Smiles (E1): Increases the trigger count for Cipher’s Follow-up Attack from her Talent by two. When Cipher hits an enemy target, there is a 120% base chance to increase the damage it receives by 25%, lasting for two turns.
  • Distressed Slight-of-Hand (E2): Cipher’s recorded damage is 150% of the original recorded value. When using the Follow-up Attack from her Talent, Cipher’s Crit Damage Damage increases by 80%, lasting for two turns.
  • Obfuscation from Thin Air (E3): Increases the level of Cipher’s Ultimate by two with a maximum upgrade level of 15, and increases the level of her basic attack by one, with a maximum upgrade level of 10.
  • Absconding in Exposure (E4): After ‘Regular Customer’ is attacked by an ally target, Cipher deals Additional Quantum Damage equal to 50% of Cipher’s attack to it.
  • Cunning as Hare, Lithe as Swallow (E5): Increases the level of Cipher’s Skill and Talent by two with a maximum upgrade Level of 15.
  • Burglar Incognito (E6): Increases the damage dealt by the Follow-up Attack from Cipher’s Talent by 350%. After clearing the recorded value upon using her Ultimate, returns 20% of that cleared value.
