Who Are Low-Spenders?
Low-spenders are NPCs with tiny daily budgets, usually just enough to grab a single unit at or slightly above SRP (Suggested Retail Price). They’re not here for luxury strains or bulk orders—they want the cheapest high they can get. They pop up in Suburbia, Downtown, and Uptown, and even follow you into newer regions like Wei Long and Leo Rivers.
How to Use Low-Spenders Efficiently
Here’s the trick: don’t ignore them… Reassign them.

Assign low-spenders to your dealers. They handle small drops fast and keep those low-tier customers happy without dragging you into it.

Give your dealers Purple or Gold-tier product. Even low-spenders will pay up (to their budget cap) for good stuff.

Let time do its thing. NPCs have a daily buy limit, so if you drop off 30-60 bricks with a dealer you can pull in tens of thousands.
