In a previous interview (with IGN), Howard made one thing very clear: faster development is not Bethesda’s main objective. Yes, he understands that quickly releasing gives them more time for sequels, and even though fans are eager for The Elder Scrolls 6.

Instead, he stressed that the long development is about “do it right,” arguing that rushing complex open-world RPGs would compromise quality.
