You can start the process of recruiting Code L quite fast, but you might have to wait a bit before you can finish it.

As soon as you start playing Eiyuden Chronicle: Hundred Heroes, the game will make it quite clear that rune lenses will be both at the center of the main story and your team-building for combat. This is due to the existence of a variety of Runes that can provide different effects.
While you do have a bunch of Rune shops all across the world, it's still important to have one in your castle since you're mostly going to decide the teams for your next adventure here. This is where Code L comes into the picture, but recruiting him won't be easy.
Where To Find Code L
Before thinking about getting your own Rune Shop, you'll first have to get a castle to place it. This requires you to progress the story until you can build one and name it. Furthermore, to get Code L, you'll have to reach Euchrisse, which happens just after you finish the Treefolk Village arc.
As soon as you enter Euchrisse, you can find Code L by heading over to the Daphan Village and entering the Rune Shop here. He'll make it quite clear that he wants a Rune of Currents before he joins the Alliance, which starts your hunt for the item.
Where To Find Rune Of Currents
You meet Code L quite early in the game, but getting your hands on a Rune of Currents isn't going to be easy this early. The only way to get it is by heading over to Hishahn Old Town, which you can only progress after recruiting Carrie since you need her teleporting abilities.
Once you recruit her, it's recommended to progress the main story of Euchrisse since it'll take you to Hishahn Old Town anyway. As you get past this area, you'll soon land on the Pagurian boss fight. Defeating this boss will grant you the Rune of Currents, which you can then take back to Code L.
You can target the two smaller Pagurians in this fight to throw the boss off balance, g iving you a chance to do damage while not taking a lot of it .
After you recruit Code L, you can get the castle upgrade to get your own Rune Shop, which allows you to buy various Runes. You can also upgrade it to increase the product range.
