While making a habit of it could get you in serious trouble, you will occasionally need to use lockpicks to accomplish your goals in Kingdom Come: Deliverance. Every failed lockpicking attempt will break your tools, and you won't be able to find them at your average trader in major cities.
There are others in Bohemia who are passionate about shady activities. Once you've earned their trust through an early mission, you can purchase lockpicks from them. Otherwise, you'll have to rely on finding these thieves' tools on defeated bandits and, occasionally, in random chests that you stumble upon.
Where To Get Lockpicks
Depending on where you are in the game, there are different places to get lockpicks. A good place in the prologue is to wait until you get to Talmberg, where you can purchase them from the mini-trader that is always located there.
Be warned that he will not replenish his stock of lockpicks.
Once you finish the prologue and end up in Rattay, you will meet Miller Pashek northwest of the city immediately after the prologue, and get a bed in his rafters. He will ask you to help him with a series of missions starting with a shady grave-digging that gives way to a network of millers that will act as a fence for stolen goods, and they can sell you thieves' tools.
You can also find lockpicks of varying qualities on the bandits you encounter on the roads.
Once you've unlocked the millers' secret shops, select 'Sell the stolen goods.' to access the shop. There are two other millers you'll meet during Pashek's quest, but they include:

While the other two can sell you specific maps and other items, Miller Pashek is your best bet for a recurring supply of lockpicks due to his mill having its own fast travel point.
How To Lockpick
Once you get the lockpicks you need, you'll have to master the mini-game and improve your skills if you want to try harder locks. The mini-game itself is simple, as all you need to do is move the reticle until it grows and turns yellow, then you turn the lock with the associated button while following along on the sweet spot.
Failing a lockpicking attempt will break your lockpick every time.
When you unlock the thieving training through Miller Pashek, you can ask him to train you in the Lockpicking skill. He also sells a book to help you become more proficient, in addition to other tomes in Bohemia.
