How to use Towers in Legacy of the Dark Knight
To use Towers you need to unlock Batgirl in Legacy of the Dark Knight. Without this character you cannot interact with the Towers.
However, once you do have Batgirl you simply need to locate the security panel on the front of a Tower and use your Hackarang to hack into it. Once you’ve completed the hack, the Tower will be yours and will fill out anything that’s missing from your world map.
