The Electronics Blueprint in StarRupture can be found inside Blue Chests just like other Blueprints. You may also find other Blueprints in these chests. The chests can be found in several locations.
However, to find the specific Blueprint, you will have to travel to the Selenians Mining Base located in the East of the map. In this location, you must look for a tree-story building. Climb all the way to the top and turn left to find the Blue Chest, which holds the Electronics Blueprint in StarRupture.
You can use the image given above for reference. While attempting to collect the Blueprint, you will run into multiple waves of enemies. This zone is heavily guarded by the Goliath spawn, which is a shielded enemy. Take your time while dealing with it, or you could risk dying.
