Hikaku Uchiha: Naruto‘s Most Underexplored Uchiha
So, quick heads up – Hikaku Uchiha is 100% canon in the Naruto series. He appears in Chapter 398 “The Origin of Konoha” (via Naruto Wiki) in the flashback of Madara Uchiha’s past during the Warring States Period – that chaotic era before Konohagakure existed, when ninja clans were basically in nonstop war mode.

Most of what is known about him comes from the Third Naruto Databook (via Naruto Wiki). It states he was one of the most talented Uchiha of his time, even though he was young. He had the Sharingan and was known for being an excellent leader during the Warring States Period.
This is important, as it was during the Warring States Period that the Uchiha clan gained their reputation as being one of the most feared clans in battle. So canonically, yes, he was talented, respected, and powerful for his generation. However, that is where the hard facts stop.
The Third Databook describing Hikaku as one of the most talented Uchiha of his era is what sparked everything. Some fans took that statement and ran with it. The logic goes like this – if he was the most talented during the Warring States Period – arguably the most violent and battle-heavy era in Uchiha history – it is possible that he surpassed the later Uchiha talents who lived in a more stable time.
The problem here is that we have no evidence that Hikaku even awakened the Mangekyou. We have no evidence of the Eternal Mangekyou. We have no evidence of the Rinnegan.
We have no evidence of the Six Paths chakra. We have no evidence of the Ten-Tails’ power. We have no evidence of anything even close to the god-like powers that Madara and Sasuke showed in late-stage of the series.
Comparing Hikaku with Naruto‘s Most Powerful Uchiha Elites
If we compare Hikaku against the strongest Uchiha characters in the Naruto canon, it gets kinda one-sided. Madara Uchiha achieved Eternal Mangekyo Sharingan, mastered the Rinnegan, mastered the Ten-Tails, and fought the entire Shinobi Alliance with ease.

Meanwhile, Sasuke Uchiha achieved Eternal Mangekyo Sharingan, mastered the Rinnegan, and obtained the chakra of the Six Paths from Hagoromo Otsutsuki himself. Moreover, Obito Uchiha also achieved Ten-Tails Jinchuriki powers. Itachi Uchiha had Mangekyo techniques like Tsukuyomi and Susanoo with the Totsuka Blade and Yata Mirror.
Hikaku, on the other hand, had Sharingan and was talented – that is it. His abilities are hinted at, never shown. Moreover, in a series where the power keeps on getting upgraded to a new, higher level, that hint alone is just not enough.
However, this does not mean he was not powerful, though – he was, and he had to be, considering he lived through the Warring States Period and fought constant wars with other powerful clans, such as the Senju. He was probably one of the strongest shinobi of his time. However, strongest of all time? Canon simply does not support that.
