Here is a fact-based summary of the story contents:
From the beginning of Code Vein 2, you knew what the goal of this story was. Defeat the heroes holding the Resurgence, and then defeat the Resurgence in turn. It’s a tragedy and a blessing in equal measure. But the final hero is a particularly cruel one.

Where Is Hero Valentin Fought?

Hero Valentin is fought at the very end of the game, in the Sealed Grounds. It is reached by Lavinia, who teleports you right into the center of it. After you activate the mistle there, you are free to come and go at your own pace.
Before you can take on Valentin though, you need to acquire some Resurgence Energy, and this is acquired from defeating the three bosses around the area. These are the original versions of the three heroes Josée, Holly, and Lyle.
Once all three of them have been beaten, you can return to Valentin’s cocoon and finally face him down.
Hero Valentin's Moveset

Valentin is a rather unique boss in that his moveset is determined by the mask he wears, with a smaller moveset shared across all of his attacks.
If you completed Lyle’s hunt for masks in the Free Exploration Era, you should have a broad idea of what each mask is intended to do mechanically.
He also does not technically have a second phase. Rather, once his HP drops below 50%, he summons a floating hand to assist him, though his own behaviour and moveset remains all but identical. Here are all of his moves to look out for.

Spear Combo
The boss performs a slash, spin attack, and slam with the spear. This attack can be stopped at any point, and the delay between attacks is variable.
Healing Vortex
After a Mask Shift, the boss drags you inwards before causing a burst that drains your HP and restores it to them. This attacks hits the entire arena and the only way to avoid it is to dodge at the last second when the boss comes to bring their hands together.
Heavy Floating Slam
After a Mask Shift, the boss will begin floating in the ar and start glowing red before slamming into the ground. This attacks hits all around the boss.
Buffing Stance
After a Mask Shift, the boss stands in place for a few seconds while buffing themself.
Poison Mist
After a Mask Shift, the boss summons a cloud of purple mist all around them.
Furious Swings
After a Mask Shift, the boss chooses a target and dashes towards them, performing a series of fast slashes, five in total.
The fourth hit is a slam, by a slightly delayed uppercut.
Grab Attack
After a Mask Shift, the boss’ hand glows before dashing towards you. If this attack hits, the boss will perform a highly damaging grab attack.
Missile Volley
After a Mask Shift, the boss will summon a series of missiles and fire them into the air, hitting you a few moments later. This is marked by a red circle, and can be dodged.
The boss starts moving after firing off the final set of missiles, but before they land.

Phase Two
Move
Description
Eldritch Arm
As the boss enters their second phase, they summon a floating hand that assists in some attacks, as well as has a few attacks of its own.
Eldritch Arm Sweep
The floating hand swings around the boss, knocking you away if hit.
Eldritch Carousel Laser
The floating hand jumps to the center of the arena and begins firing out four lasers while spinning around.
The lasers deal high damage, as well as inflict a large amount of the Luna Rapacis status effect.
The boss remains in place during this attack, giving you time to inflict high damage if you can get close to them.
Laser Spear Slam
After the floating hand is summoned, the boss can alter their regular spear attacks to end with a ground burst that summons lasers to rise from the ground around the area of the attack.
Eldritch Ground Lasers
The floating hand plants itself on the ground and causes lasers to rise from the ground all around the arena. The boss remains mobile during this move.
Quick Eldritch Laser Spin
The floating hand will lower and quickly spin around the boss while performing a laser attack.
This can be avoided by dodging or jumping.
The boss always pauses while performing a Mask Shift, giving you time to get some distance and prepare for which attack they’ll perform next. The move is determined by the mask, though it can be hard to see the exact mask he’s putting on, so it’s better to get a little distance.
How To Beat Hero Valentin

Phase One
The big gimmick of Valentin is his ability to swap masks, each of them from the major bloodlines of Revenants. While in practice it’s hard to actually see what mask he’s wearing at any given time, it does determine the attack he will perform.
When it comes to his regular spear attacks, it’s worth mentioning that almost every single one of them can be parried, canceling the rest of the combo string. This makes the Mutinous Bracer or Reaper Jail a massive help in this battle.
Valentin has a tendency to focus his attacks on you, though their wide reach often means you’re in range of them even if he is targeting your partner. As such, it can be helpful to Assimilate your partner to get the damage bonus.
The Healing Vortex is the most challenging attack as it can really prolong the fight with how much Valentin can heal from it. When he starts performing this attack, it’s worth dropping the offensive entirely so that you can get the timing down on your dodge, preventing you getting damaged and him healing at all.
Phase Two
While not really a true second phase, as Valentin’s HP is lowered to around 50%, he will summon a floating hand that has multiple attacks of its own, most of them focused around lasers that inflict the Luna Rapacis status effect.
Luna Rapacis makes your partner disappear and prevents you from healing, including the Restorative Offering to revive, until the effect wears off, so it can be pretty brutal.
Other than the appearance of this arm, the boss is identical, aside from a single change to their speak combo, which can now cause a laser attack with its final slam. Otherwise, it’s all the same as the first phase. Just make sure to have some Luna Rapacis vaccines on hand to reduce the build-up.
