The Elder Scrolls 4: Oblivion Remastered is chocked-full with nostalgic sidequests that challenge the player in mind, patience, and skill. But many, like Paranoia, care less for combat and instead seek to ask a moral dilemma: what acts would a player be willing to commit for the promise of coin?

Although an easy sidequest, Paranoia asks for at least three in-game days of your time and your perceptive abilities. Whether you’re hoping to stop a madman or rake in some low-effort cash, you’ll want to make sure you’re taking the right steps when toeing the line with Skingrad’s most eccentric resident.

How To Begin The Paranoia Quest

To begin Paranoia, you’ll have to locate Glarthir in Skingrad. Typically, he’s near his home just east of the West Gate on the corner during the daylight hours.

If you speak to him, he’ll initially wave you off. However, instigating (or allowing Glarthir to instigate) conversation with him three times will result in an invitation to speak with him again behind the Great Chapel at midnight.

If, for any reason, any of the three characters associated with this quest are dead, you will not be able to start Paranoia.

The Great Chapel of Julianos is east of Glarthir’s home. Go around it (to the left of the front doors) until you’re beneath the green stained glass window.

Wait until around midnight, and Glarthir will speak with you.

From here, you can accept or deny Glarthir’s request to Bernadette Peneles in exchange for gold.

If you refuse Glarthir here, he will attack and kill all three of the people he’ll ask you to investigate unless you stop him.

However, you do not need to fully investigate or the characters below. Simply waiting 24 hours each time will be enough to trigger Glarthir’s appearance and progression of the quest.

Where To Find Bernadette Peneles

Bernadette’s home is directly across the street from Glarthir’s home. She leaves her home every morning at 6 AM.

We recommend you hide behind the pillars across from her house, east of Glarthir’s door, for a good vantage point.

Bernadette will go to pray in the Great Chapel until 7 AM. Afterward, her schedule will be random. She may:

  • Work the Tamika Vineyard fields.
  • Go up to the stables and sit for a while.
  • Till in the backyard of the Surilie home.
  • Stay in her house all day.

At any point, you can speak to Bernadette about Glarthir. She won’t initially want to talk to you, but you can persuade her by increasing her disposition.

If Bernadette likes you enough, she’ll remark about Glarthir:

Well, I know he’s a bit odd, but I’ve always thought he was kind of sweet. Lately, though, he has been stranger than usual. I think maybe he’s been ing me. I see him every morning on my way to Chapel. I’ve tried to say hello but he always pretends not to hear me.

At any point, if you’ve taken the time to talk to anyone about Glarthir, one of the guards, Dion, will approach to ask you why you’re looking into Garthir. You can:

  • Tell him that Glarthir is investigating people.
  • That you’re just curious about Glarthir.
  • Or that Dion is mistaken.

This has little effect on the future, so you can say whatever you prefer.

After you’re satisfied with your information on Bernadette, return to the Great Chapel at midnight to inform Glarthir of what you’ve uncovered.

He’ll be surprised and reward you 150 gold.

You were right, she is ing you.

He’ll reward you 150 gold.

After choosing one of the options above, Glarthir will set you on the next target: Toutius Sextius.

Where To Find Toutius Sextius

Toutius Sextius lives beside the East Gate on the corner. He’s a late riser, so he won’t leave his house until around 10 AM.

Once departed, he crosses the East Bridge and exits the city to head to the Castle County Hall for the day. He otherwise might go out into the fields and ride his horse.

If you ask Toutius about Glarthir, he’ll remark:

I’m sorry, but I don’t think I know any Glarthir. Wait, do you mean that strange Wood Elf that you see wandering around the city? Yes, I’ve seen him, but never spoken to him. He seems to be at the Low Gate every morning when I pass by on my way to the castle. Gives me the strangest looks, now that you mention it. Almost like he hates me, although I have no idea why.

Like with Bernadette, return to the area behind the Great Chapel at midnight to speak with Glarthir again.

No reward; Glarthir will insist you investigate.

Toutius Sextius is not ing you.

Glarthir will be surprised. He will give you 150 gold.

Toutius Sextius is spying on you.

Glarthir will write his name down in the Death List. He will give 200 gold.

If you told Glarthir that both Bernadette and Toutius are not spying on him, he will grow suspicious of you.

Regardless, he will give you the final target name: David Surilie.

Where To Find David Surilie

David lives in the house beside Glarthir, just north and down the hill on the right. You can get a good view of things from the staircase of the house across the street.

He’ll leave his house at 6 AM and travel to work at Surilie Brothers’ Vineyards. He’s a terrible farmer because he tills the same spot until noon, where he retires to his home for the day.

Return to Glarthir for the final choice:

David Surilie is not spying on you.

Glarthir will be surprised. He will give you 150 gold if the player has accused one other person or attack if they have not.

I have nothing to report yet.

No reward; Glarthir will insist you investigate.

You were right. He was spying on you.

Glarthir will write his name down in the Death List. He will give 200 gold.

All Possible Endings: Should I Side With Glarthir Or Betray Him?

If you choose not to accuse any of the people Glarthir had you spy on, the quest is guaranteed to end with him attacking you.

Running out to the guards, the guards will side with you and help you fight him. You can loot his body after for his home key to gain a few trinkets for yourself as a reward.

However, if you choose to accuse any of the three, Glarthir will create a Death List with the names of his targets.

When he asks you to kill the names on the list, you can choose to:

  • Refuse Glarthir: He’ll go on a rampage and kill the names on the list himself.
  • Accept Glarthir: He’ll give you the list.

If you wish to kill the names on the list, you’ll have your work cut out for you:

Bernadette Peneles

Best assassinated in her home at night; she lives alone.

Toutius Sextius

Best killed when walking on the empty road between the gate and the castle. Beware the guards at the top of the hill.

Davide Surilie

Although best killed in his home, his brother makes things tricky. It will need to be killed within one or two hits while sleeping. Guards can hear his shouting, putting a bounty on you immediately if he makes a sound.

For your successful efforts, Glarthir will give you 1,000 gold.

If you don’t want to murder innocent civilians but don’t want to fight Glarthir yourself, you have two choices:

  1. Tell Gaston or Davide Surilie they are marked for death by Glarthir.
  2. Show one of the guards the Death List.

Either way, the informed parties will track down Glarthir and kill him themselves. You’ll receive no immediate reward for doing this other than Glarthir’s loot and one Fame point.

Any gold you did not receive from Glarthir can be found in his house in the wastebasket on the ground floor.

Showing Bernadette or Toutius will result in them simply telling you to show the list to the guards.
